What your colleague advised is not entirely true. But yes, some people do not prefer refilling inkjet cartridges because the quality of ink can differ from what the manufacturer has provided. As a result, you might end up producing inferior print. But that is not too much of a worry. If you choose the right brand of ink to refill, you can create good looking print using refilled cartridges as well.
